Should you be in the unfortunate uninformed position to have Afrihost/Vumatel fibre installed at your property I suggest that you supervise the installation from the pole to your premises.
If anything goes wrong with it at a later stage, even outside your premises, you will be held liable for the cost of repairs.

“I have contacted Vumatel, and they state that the first installation is free, as such due to the damaged line that requires reinstallation, it is the client's responsibility to pay for the new line”
Expert opinion at my disposal.... The cable belongs to Vumatel as a Layer2 provider Afrihost is just a Layer3 service provider to end user. So as a client of Afrihost you request them to contact Vumatel to replace as damaged by 3rd party outside of property.
Client only liable if its damaged inside the property.
